In my opinion our Scheme, under which Officers start on the 1st January to draw the Increments which their length of service entitles them to, is rather more liberal than Mr Ormby's, it has the advantage of being incremental, & has good round-number sort of salaries, which is more than Mr Ormby's does.

I think we should stick to our own scheme, subject to approving the addition of the Assistant Engineer not included in the scheme, & also to approving the provision of a Salary of $1200 a year for the Draftsman.
